I have been building websites and internal systems for more than 15 years. I have worked for a pharmaceutical group and for one-person businesses alike — the difference is the size, not the attention.
I am not an agency: the person who picks up the phone is the person who writes the code. That is sometimes slower than a big team, but you never have to explain what you want twice.
